Rich Stanek back on the force after this, especially given the internal
changes within the MPD.
[TB] Unfortunately the Mayor and Council agreed to take him back when
he left a bit over a year ago. Now they may have hoped he lasted
longer than the 2 year period during which they agreed to take him
back, but the did agree to take him back. RT Rybak signed the deal.
They knew he was a problem cop. Any cop whose actions cause the city
to get sued and pay either a jury verdict or a settlement is a problem
cop. The city will never change the Police Department if it retains
problem cops on the payroll. Maybe Rybak and the Council would rather
talk about change than actually implement it.
