My first cynical response is:
  Why do anything about it?

As the police captain said, "These are targeted specific murders, They're 
not random drive-by acts."

So the gangs are killing each other off?  Good, let them.  Maybe when 
they've killed off a good share of each other's membership, the police can 
move in and arrest the remainder.
