I read this and had to laugh. Minneapolis passed its budget 12-1 with Mayor
Rybak and the council working respectfully together (at least in public).

So perhaps it's not the system but the people? Anyway, rhetorical points to
Mayor Kelly for Minneapolis-bashing...too bad the recent facts belie the
truth of his statements.

PS Which Downtown has the higher vacancy rate? Hint: it's not Minneapolis.
That's one reason taxes are lower there...values are too!
