Our current cold spell is no excuse for non-disabled, healthy people to be driving their cars.
Even when it's 30 degrees below zero I can stay comfortable as long as I dress in layers.
Underneath your hooded parka you can try thermo underpants under your jeans, a thermo undershirt under your flannel shirt, a wool sweather over your flannel shirt; and finally, sweat pants over your jeans. (Long underwear is rather a pain since you have to remove it indoors if you don't want to swelter.) Most important is to keep every inch of your head covered since 90% of your body heat escapes through your head. A scarf to wrap around your face when temperatures are below zero or when the wind is blowing can also be a big help.
This morning I actually worked up a sweat shoveling my sidewalk.
