WM: When folks are tired of the current mayor, council member, senator, 
etc. and the up-and-coming politician can present him/herself as 
credible, then a DFLer can carry off an election without  endorsement. 
It's also the case of the next generation pushing out the 'old line' 
DFLers, if I can use such a term. I imagine it happens in all other 
parties as well; however, I have no experience of them.
