My how times haven't changed. Going back in time(November1,1997) we find =
from the metro section star tribune bias found against female officers. =
A judge rule that Minneapolis Police Department systematic =
discrimination against female officers. Ironically now most of the =
departments officers want one of the  two internal female candidates =
however the mayor doesn't seem to think they are qualified.  Both of =
have comminuty ties and committed to the city. If they become Chief it =
will not be for a resume stop.

I am writing to follow up on the phone conversations we have had about =
the next police chief.

I feel that it is vital that you vote no to an external candidate. There =
are several reason why I feel you should do this. I will outline some of =
those reasons now.

The city is experiencing the lowest crime rate that we have had in 40 =
years. Part of the reason for the low crime rate can be trace back to =
the efforts of the two Deputy Chiefs that applied to be Chief. We =
currently have reached a community mediation pact, that will soon become =
a nation wide model. We were able to do this because of the great =
involvement of the two Deputy Chiefs. We able to make severe budget cuts =
in 2003 without laying off any police officers, again this was due to =
the two Deputy Chiefs' hard work. Both internal candidate have shown a =
commitment and connection to the city that has lasted over 15 years. =
Both have had opportunities to leave the city for other jobs but both =
have chosen to stay.

In short, for the first time over 10 years we have two well qualified =
and experienced internal candidate for Chief. It also is a historical =
time where the city can really step up to the plate and show it truly =
believes in diversity by promoting a female Deputy Chief to the highest =
goal possible Police Chief.

If neither internal candidate is nominated for the chiefs job it also =
sends a message to the bright future leaders in the department that they =
will never be good enough to lead the department. This will eventfully =
cause a drain of future potential leaders who seek jobs elsewhere.

With an external candidate they have no community connection. Often an =
external candidate is looking to build a resume by adding the city of =
Minneapolis as an employer. With external candidates there is a very =
short lived commitment to the city.

The police department at this point is in need of forward movement with =
stability which can only be brought to the department by the leadership =
and experience that the 2 internal candidate have.

Please vote no to an external candidate.
