I'm having trouble understanding how this doesn't reflect negatively
on the teacher's union.  It's the union's own contract that maintains
this dysfunctional seniority system.  If the District is not able 
to retain teachers based on competence or skill set, then how is 
their solution of assigning teachers based on certification 
unreasonable?  How else are they to assess competence...testing? 
Is the testing of teachers with seniority allowed under the current 
contract?  What are the other options?
