I'm also having a hard time understanding the union's seeming willingness to
accept this action as reasonable and practical.

The timing of the action definitely makes it Kafkaesque:

The union sent out email notices to members today announcing job openings in
Rochester, NY for special ed. teachers.  Some of the elementary teachers
with special ed licenses may find it more reasonable to move to Rochester
than be forced to pick a new school in Mpls with one day to consider the
options.

And the district announced that on July 1, long-time MPS Board of Education
Director Judy Farmer became the Chair of Board of Directors of the Council
of Great City Schools.  Guess there wasn't enough to keep her busy here in
town.
