The first sentence here completely contradicts the second one!
         So apparently all 10 people reported as murder victims rose up, 
Lazarus-like, to ask for a police report, before falling back into their 
eternal rest?

Anybody who's ever gone on a ride-along with police knows all about the 
voluminous reports that police file on incidents as minor as knocking over 
garbage carts.  Yet Vicky "understands" that shootings are not 
reported?  Yeah, sure.
