[Mpls] Peebles contract

I want to correct a miscalculation that I put out earlier on
Startribune.com.  The upside for the Peebles contract is potentially
$173,457 in 2006 plus a $10,000 bonus for a $183,457 total.  I used the
wrong inflation multiplier, giving an incorrect total of more than
$190,000. A more detailed story will be posted when I've finished it.
