More police presence would help the greenway as well as any
streetcar/rail.  Access ramps are tricky but solving this
problem can also be used to mitigate the crowd control problem.
I would image any such rail line would be limited-stop, similar
to Hiawatha.  Perhaps it could replace bus route 53.
