Jeremy makes a good point, but doesn't go quite far enough.
If these fliers/literature typically fails in its desired effect, the could it not be said that Rep. Khan was handing out equally as ineffective fliers as she was collecting?
I wish Rep. Kahn could have stopped at just one flier for her comparative/informational desire, but she didn't. She knew better than to do such a thing and got caught with her hand in the proverbial cookie jar. I find it sad that she is not being punished in some fashion by her fellow reps for this misdeed of our processes.
This kind of shenanigans will continue, at all levels until we the people stand up and demand that our reps set the example.

Though I think Mr. Sumner's zealous persecution of Rep. Kahn is overblown, I
agree with his comments below. Most literature fails in its purpose.
However, not all fails, and all any candidate can do to hope to change one
mind at a time. Due to the sheer volume of literature passed out in the
coming months, inevitably, some lit will have the desired affect.
Hopefully, we won't have to read about stolen campaign signs or anymore
stolen literature. I'd like to see our state races run more cleanly than
they've been to date.
