I am a property owner and have never charged an application fee  since 1990. It is my job as a owner to figure out if someone is going to be a good tenant  or not and that should not cost the applicant. So not everyone is out to nix the tenant. When one is dealing with hundreds of units that would be a different story as far as time. What I object to, however,  is the $165 Unlawful Detainer that owners have to pay, when in good faith and with notice,  they evict someone who has not lived up to their obligations.
