Evan Reminick is right on target that it is the overall amenities of an area that make it a true urban neighborhood, not the type of building, style, or even size (if it doesn't blot out the amenities).

I highly recommend a book named "A Pattern Language" for helping understand what makes good places good, and the difference between "design" as how something (city, neighborhood, block, building, unit) LOOKS as opposed to how it WORKS for people and community.
