I think there is a misunderstanding of the rules here. Moving does NOT
prevent you from being seated and voting at DFL conventions, in nearly all
cases!
As long as your new address is still within the city of Minneapolis, you
are still eligible to participate in the Convention in your new District,
and the City Convention. Delegates who move become an alternate in their
new district, and can be seated at a convention and vote. Last time, of
137 city precincts, I think there were only 4 that completely filled their
delegate slots. So there is plenty of opportunity to participate, no
matter how often you move!
