But there were some concerns. Council members pressed city 
staff and Ryan Vice President Rick Collins on goals for 
hiring minority and women contractors for the project and 
the possibility of locating a 5,000-square-foot Mexican 
consulate in the building rent-free.

All of Ryan's minority and women hiring goals exceed city 
requirements, but council members say they should push for 
higher goals in part because of the high number of minority 
residents living nearby. 

Ryan is conducting an open house from 3 p.m. to 5 p.m. 
today at its headquarters for women and minority contractors.

is including women and minorities in the development of the Sear Project.
That is, how should Ryan be held accountable?

2)What types of sanctions can Ryan Construction faces if it fails?
