WM: The last time, when the Eastman tunnel caved in, it was the federal
government that paid the cost of putting in the skirting in front of
the falls and whatever else it took to put the falls into working order.
It's absurd to think that a city this size could come up with and 8-zero
figure. Saving the falls was not a matter that affected the general
population; it was repaired, "saved" entirely for private industry.
