Mr. Stack - I think you will be waiting longer than a lifetime!  Without
the locks, the river becomes unnavigable to both pleasure boats and
commercial shipping.  The Mississippi River is indeed a wonderful
natural amenity but it also a vital commercial waterway and a source of
pleasure for many recreational boaters as well. 

Minneapolis history and development are forever tied to our river and
while I would like to have stood with Father Hennepin and Josiah
Snelling and Ojibwa people 200 years ago to see the river in a
completely natural state, that time is past.     

We ought to focus our attention on making the river clean and habitable
for native species now and future rather than trying to resurrect it as
something "free flowing"!

It seems like more people every year are appreciating the 
river in Mpls as a wonderful natural amenity. We live at 
the very top end of the Mississippi River lock and dam 
system. I see the day in the future when the three Mpls 
locks and dams will no longer be considered worth the $3 
million per year taxpayer expense and the environmental 
cost. This day may come in 20 years or it may come in 90 
years, but I firmly believe it is coming. And I sure would 
love to see it in my lifetime. 

So, in large part because of this particular viewpoint, 
I, for one, am not in favor of installing developments 
like Crown Hydro that may possibly delay the freeing of 
the river in Minneapolis - or reduce the grandeur of the 
falls when the river is allowed to flow free.
