Because most renters live in high(er) density buildings.  A high density
building has low run-off per person, but high water use per building.  If we
change the storm water run-off bills to be based on run-off per site
(instead of water use per building), then the cost per tenant will go down.

Will landlords pass on the savings to tenants?  A free market will.  If
rental housing is a free market, some landlords will pass on the savings and
all must follow (or be uncompetitive).

It is only fair that we quit charging our lowest income neighbors a higher
rate.
