Actually, I believe the City Impound lot operates at a loss.

Fines are generated only when they are paid.  And the vehicle owner bears 
the tow/storage costs only if they pay them.

Many of the cars are abandoned at the lot, with the fines/tow/storage costs 
unpaid.  But even so the city is still responsible for paying for the tow, 
and the storage costs.  The car will eventually be auctioned, but many of 
them are junkers, and don't bring enough to cover the city's actual 
costs.   (There's some question if the auctions are run so as to get the 
best prices, but that's another topic.)

So the city should NOT like things the way they are, because they are 
losing money.
