[Mpls] Charter Schools and the MPRB

Tony or others,

   Could you elaborate more on the inability of the charter schools to 
use a private institution like the Y because the Minneapolis Schools 
won't let them?  Is this an expense the charter school assumes MPS 
should pick up or is it because of an exclusive agreement MSP has with 
the Y?   I  am not up to speed on all charter school rules, but I do 
not think that if a charter school is run in a building that does not 
have a gym the district should have to pick up an additional expense of 
providing them a Y membership.  Doesn't  the charter organization get a 
per pupil $ amount and budget their "facilities needs" within that sum? 
  As to the police situation, again if the charter school is to use the 
system set up by the school system they would have to be responsible 
for part of the cost out of their budget.   Though again because I am 
not familiar with all the rules I do not even know if they have to 
budget for transportation (busses that MSP provides) out of their 
budgets.  I guess I am not sure of all the rules of these quasi-private 
public schools which may also explain why the MPRB is confused as well.
