[Mpls] sex offenders in mpls

I probably can look this up but hoping someone here knows and can tell me.  Are
these sex offenders placed by the county or state in housing or do they get
released and can choose to live wherever they want?  Can they choose housing
and then need to get it approved by some authority?

the numbers being talked about on where they are living would make much more
sense to me if I knew how they are released back to society.
