.     I might feel better about this if it had been 
the standing rule at the time of the election - if 
we had been told up front that the duly elected 
council members may actually be forced to submit 
to an interim election prior to fulfilling the 
expected 4 year term. When I voted, I voted to 
elect a council member to a four year term. That is 
what I was told and that is what I expected. That 
is what all the voters and council candidates of 
Minneapolis were told and that is what they 
all expected.
