[Mpls] The final word on fences(?)

	Firstly, to Tim Bonham, I've been sadly forced to pretty much commit 
to memory those parts of the city code dealing with fences. Secondly, 
to Joan Thom, I was unaware that the front yard in question is that 
small.

	My 8 year old nephew lives with autism. Thanks to hard working parents 
and the Osseo school district's excellent special ed he's mainstreamed 
and will be a functioning member of society. He's a budding mechanical 
wizard and he's worn out the road atlas I gave him for christmas last 
year. He also figured out how to climb up on the roof at the age of 3, 
and loud noises and changes of routine throw him into a tailspin. I 
shudder to think what the frequent gunfire, drug dealing, and 
prostitution in Hawthorne would do to him. Never mind the bullying and 
uncontrolled gang violence targeted at anyone different. There may also 
be other factors neccessitating a higher fence on the front yard like 
being handy to a front porch or denying access to taunting and bullying 
gangbangers.

	Now my nephew is a high functioning autistic child, and I know not if 
my neighbors is so fortunate. But for many good reasons otherwise our 
city should not only allow but encourage high fences in the criminal 
containment zones such as Hawthorne. Minneapolis needs to face reality 
and realize that young gangbangers can be over the maximum permitted 
front yard fence in a second, and some of them can get over taller 
fences pretty quick too. So we need the ability to put up at least 8 
foot tall fences with razor wire on top if needed. We also need the 
authority to push those fences all the way out to the sidewalk, forcing 
the criminals into the street and making it easier for our police to 
apprehend them.

	I'll save other zoning issues like why Minneapolis won't allow my 
mother a 12 foot by 36 foot modular home on my less than 5000 square 
foot lot for another post..apparently Minneapolis would rather she be 
scammed by a "senior housing" developer than own her own home. My 
mother is too smart for that and paying her property taxes outside of 
Minneapolis...
