No, the reduced cost comes from the fact that they are smaller vehicles and
weigh much less.
That means that the supports holding up the track can be much smaller &
cheaper than those needed to hold up a train of several railcars full of
people. Think of the pictures you've seen of a monorail, with the small
supporting columns for a long stretch of track.
