[Mpls] Barisonzi gets good ROI from his work on Samuels campaign

The "Community Engagement" initiative is not being
paid for by the city directly. It is being paid for
from the councilmember budget of Dan Niziolek with a
token contribution of $50 from CM Scott Benson. I
believe Don Samuels aid posted that CM Samuels had
withdrawn his support of this project. 

The current consultant budget I saw is $15,000. It is
unclear whether that is the final amount Dan and Joe
Barisonzi agreed to for his consulting services. So
while technically it is city money that is paying for
the initiative a councilmember can ultimately choose
how they spend their council budget.
