[Mpls] Breast Cancer - list scope

As worthwhile as the effort is, it is beyond the list scope. Please=20
respect the purpose of this list =97 Mpls-specific issues, not anything=20=

affecting Minneapolitans =97 when posting.

It's no fun to be the nag with stuff like this, but unless I enforce=20
list scope across the board, it opens things up to less meritorious=20
efforts.
