I'm a hard-core graffiti hater, but having done stories about this, 
cops and courts say no more than 50 percent, at most, of the taggers 
are from the 'burbs.

As nice as it would be to blame others for our problem, there are 
plenty of people gunking up their own backyards (and ours).
