[Mpls] Clarification on school funding....don't hold your breath

Bookkeeping is very easy these days, thanks to technology, so obviously
there are other reasons that we can't get straightforward answers about
finances from MPS, or another other arm of Minneapolis city government.
Sunday's Strib, reported by Rochelle Olson, noted that the cost of the Sears
redevelopment project has increased by $59 million since last fall. From
the article: "Without debate, the Minneapolis City Council agreed to terms
with Ryan Companies for a $189 million redevelopment of the former Sears
store." "The project has climbed in cost since last fall, when its cost
estimate was $130 million." So much for an honest bidding process.
The financial situation in Minneapolis is best described by the following
quote:
"The few who understand the system, will either be so interested in its
profits, or so dependent on its favors that there will be no opposition from
that class. The great body of people, mentally incapable of comprehending
the tremendous advantages will bear its burden without complaint."
