I had a Minneapolis police officer tell me that as long as one enters
the intersection on yellow at "normal speed" you are safe. And, that the
devices are supposed to be timed so that only a vehicle entering on red
will be tagged.
Same officer said that they have the discretion to cite on the so called
"orange" if they believe the offender created a dangerous situation. On
the other hand, officers also have the discretion not to tag if they
witness the incident and decide that the safest decision for the driver
was to continue through the intersection rather than come to a
screeching stop!

Perhaps someone from MPD Traffic will correct me if I am wrong, but I
have
been under the impression that a vehicles rear wheels must cross the
third
line of the crosswalk on the near side of the intersection prior to the
light turning red to avoid an infraction.
Also, photo cop can be foiled by license plate covers that appear clear
at
eye level, but are opaque at an angle.
