[Mpls] Neat idea - post neighborhood maps on signal boxes

Just want to say that this is a wonderful example of the kinds of
enhancements to the public realm that our tax dollars can buy rather than
"gold-plating" our freeways. I'd also like to see more neighborhood kiosks
for placing fliers - also something often seen on college campuses.
