[Mpls] City "Unified Housing Policy" and NRP Funds

A letter was supposedly sent to all neighborhoods from the Mayor dated
September 24th regarding a "unified housing policy."  Rumor has it that this
new housing policy requires all NRP neighborhood money to be spent on new
affordable housing.  Supposedly, the plans of three neighborhoods who have
already started work on NRP Phase 2 were disapproved for failing to comply
with the policy -- although none had seen the policy previously.  (I
emphasize "rumor."   The memo is supposedly five pages long so it doesn't
seem likely to announce such a cut-and-dried policy.)  However, our
neighborhood (Prospect Park) hasn't seen it.  Various contacts with city
hall haven't produced a copy either but have produced acknowledgments that
the letter does exist.

If anyone on this board has a copy of this letter, could you please sent it
to me?  Or, better yet, post in on this board.
