[Mpls] Update on Citizen Participation initiatives?

I've just returned to Minneapolis (from Hanoi, Vietnam, another nice 
City of Lakes) after an absence of a few months and I am wondering if 
somebody would want to provide an update on the ongoing discussions and 
initiatives for reviewing citizen participation procedures.  Last fall 
there was a study taking place by the Center for Neighborhoods and I 
also understood there was/is a separate initiative by CURA and some 
neighborhood groups.  Where is this all at now?   How do these 
initiatives relate to each other?
