DRAFT MINUTES
Tenth Ward Endorsing Convention
April 16, 2005
Jefferson School
1. Call to order: The convention was called to order at 10:10 AM by
conveners Joel Bergstrom and Sue Ponsford
2. Election of Permanenet chairs. Sue Ponsford and Joel Bergstrom were
elected permanenet convention co-chairs. They appointed Bert Black as
Parliamentarian.
Rebecca Otto addressed the convention.
Christine Hansen addressed the convention.
Tracy Nordstrom addressed the convention.
3. First Credentials Committee Report - Marion Greene, Credentials Chair
reported 224 Delegates, 8 alternates. The alternates were upgraded to
delegate.
4. Rules Committee - David Krewinghaus, chair, presented the report.
The agenda was adopted on a voice vote. The rules were presented. A motion
was made by Dorothy Balen to amend Rule 31F to strike "four" and insert
"eight". The motion weas seconded and discussed, but withdrawn by the maker
of the motion. A motion was made by Andreas michelmayr to amend Rule 31F to
delete Majority and insert two-thirds. The motion was seconded. Discussion.
Motion failed on a voice vote.. The rules were then adopted as presented on
a voice vote.
5.Chair Bergstrom read the Affirmative Action statement.
6. Second Credentials Report: Marion Greene reported 247 registered
delegates and upgraded alternates
7. Fundraising Appeal for Donations to City DFL.
Rep. Frank Hornstein and Sen. Scott Dibble addressed the convention.
8. Endorsement Process. Chair Bergstrom explained the endorsement process.
He also explained that the convention would hear speakers and consider other
business between ballots.
Nominations: Ruth Cain nominated Ralph Remington for endorsement. Marilyn
Daggett nominated Scott Persons. Dale Vernon nominated Allan Bernard. Neil
Barrett nominated Gay Noble. John Hartwig nominated Harry Savage.
The following speaking order was established: Noble, bernard, Remington,
Svaage, Persons.
Speakers for the five candidates spoke for 7 minutes each. During this time
delegates submitted written questions.
Question and answer period followed for 45 minutes. On the question of will
you abode by the enfdorsement, Noble yes, Bernard yes, Remington , yes,
Savage - no, Persons - no.
At the conclusion of the Q & A , each candidate gave a one-minute closing
statement.
The floor was frozen and non-delegates were asked to leave the floor.
Ballot #1 was distributed, cast and collected.
R.T. Rybak addressed the convention.
Rod Krueger addressed the convention.
Paula Gilbertson addressed the convention.
Peter McLaughlin addressed the convention.
Sheldon Mains addressed the convention.
Rochelle Berry-Graves addressed the convention.
Mary Merrill Anderson addressed the convention.
Carol Becker addressed the convention.
Mark Ritchie addressed the convention.
The results of Ballot #1 were received and read:
270 votes cast/162 needed to endorse
Remington, 93 votes, 34%
Persons 84 votes, 315
Bernard 62 votes, 23%
Noble 24 votes, 9%
Savage 5 votes, 2%
No endorsement 2 voted
Under the rules Noble, Savage were dropped. Gay Noble addressed the
convention.
The floor was frozen and the 2d ballot was distributed, cast and collected.
Laurie Savran addressed the convention.
Virginia Holte addressed the convention.
Meg Forney addressed the convention.
Alan Hooker addressed the convention.
Gordon Nelson addressed the convention.
John Bessler addressed the convention.on behalf of Amy Klobuchar
Jill Schwimmer addressed the convention.
The results of the 2nd ballot were received and read:
258 votes cast/155 needed to endorse
Remington 98 votes, 37%
Persons 87 votes, 34%
Bernard 64 votes 25%
No Endorsement 9 votes, 3%
9. City Convention Committees
Arrangements - Johna Engevik, Ruth Cain elected; Credentials , John Ellis
and Marion Greene elected.
The 3rd ballot results were recieved and read:
267 votes/161 needed to endorse
Remington 105 votes, 39%
Persons 94 votes, 35%
Bernard 60 votes 22%
No Endorsement 8 votes, 3%
The floor was frozen and the 4th ballot was distributed, cast and collected.
City Convention Committees: Rules, Four people were nominated: David
Krewinghaus, Scott Carlson, Audrey Johnson, Ellen Bouroughf
A secret ballot vote was taken after two minute speeches by the candidates.
Matthea Little Smith addressed the convention.on behalf of Neva Walker
Gary Thaden addressed the convention.
John Lilly addressed the convention.
Bob Fine addressed the convention.
Tom Nordyke addressed the convention.
Victor Grambsch addressed the convention.
Margaret Anderson Kelliher was introduced but did not address the
convention, to wild applause.
The results of the fourth ballot were received and read:
268 votes cast/161 needed to endorse
Remington 114 votes, 43%
Persons 88 votes, 33%
Bernard 49 votes, 18%
No Endorsement 17 votes, 6%
Ward Coordinator: Gary Thaden nominated Ruth Cain, who declined the
nomination.
The results of the vote for City Rules Commmittee were received and read.
Krewinghaus 180, Johnson 140, Broughf 100, Carlson 57. Krewinghaus and
Johnson elected.
Allan Bernard addressed the convention.
There was a motion to adjourn. The motion was defeated on a hand vote.
There was a motion for no endorsement. After debate, the motion failed 117
to 124.
The floor was frozen and the 5th ballot distributed, cast and collected.
There was a motion for no endorsement, with a call for a secret ballot, but
there were not 1/3 of the delegates for the secret ballot, so the ballot was
a standing counted vote after debate.
Before the vote, the results of the 5th ballot were received and read:
252 votes cast/152 needed to endorse
Remington 112 votes 44%
Persons 89 votes, 35%
No Endorsement 51 votes, 20%
The motion for no endorsement was then put to the vote, and carried 136-95,
with 1 abstention.
There was then a motion to adjourn which was seconded and which passed on a
voice vote. Convention adjourned approximately 3:35 PM.
