         Maybe because Harvard has an endowment of over $19 Billion, which 
generates about $750 in income for the school.  (It's their largest source 
of income.)
         The University of Minnesota Endowment is about $1.3 Billion, or 
about 7% of Harvard's.

If the U of M had a 93% increase in their Endowment Fund, they could 
probably support a lot of programs like General College.  But they don't 
have it.
