[Mpls] ? value of Metrodome parcel

The Metropolitan Sports Facilities Commission owns the land - though six of
seven members are appointed by the City of Minneapolis, the MSFC is a
creature of the state.

Since the Dome is paid for, it may not be sold/given away/torn down, but the
city has already thought about the future. The recent Downtown East/North
Loop Master Plan pondered the future two years ago. (Our story included a
nice, imaginative rendering of housing/mixed-use on the Dome circle, but it
doesn't seem to have survived into our Web archives.)
