Khan's proposal is nothing new.  We already have a publicly owned team.
We have lots of them actually.  They are the University of MINNESOTA
Gophers.  The state has continually shown its commitment to that team,
(none at all).  The Gopher's athletics program and the University as a
whole (especially) is constantly battling for public support to no
avail.  Look at the tuition hikes and public groveling on behalf of
President Bruininks and Joel Maturi.  So to "take the wheels off" of the
team would turn it into one of those images of Detroit that the LA Kings
hockey team got in trouble for:  A burnt out rust bucket with no wheels
in a bad neighborhood.

"Take the wheels off". . . Please...

So, I can see the Castillo trade being hotly debated in the house and
senate (or would a committee approve contracts)?
