[Mpls] This is a test ... Snow emergency call out service

I just received a test call for a new City of Minneapolis snow emergency
call out system. This will be very handy,

I'd love it if such a system could also be used as an _opt-in_ service
for neighborhood organizations, the schools, and the Parks and Rec.
Does anyone know if the city built their own infrastructure for this
with a small incremental cost to use or are they stuck with per
event/per call charges?
