[Mpls] City sales tax

It's my understanding that if the state legislature approves the new sales
tax increase for Mpls., said tax increase would then need to be approved in
a referendum vote this fall. But I'm not positive about that-- that's what
was reported in the STrib last week, prior to the CC vote.
