[Mpls] Conference on Minneapolis Neighborhood Citizen Participation Feb. 23rd

The primary venue for citizen participation is through
politics.

Matters in which the government seeks input from the
citizens (as opposed to citizens seeking to give
input) will tend to be of little consequence.

This event conflicts with the DFL mayoral debate.
