[Mpls] Conference on Minneapolis Neighborhood Citizen Participation Feb. 23rd

Ahem... Wouldn't it be healthier to seek "resident"
participation as opposed to "citizen" participation? 
Is the object to focus on participation of citizens
without regard to their noncitizen neighbors?  Don't
all residents pay taxes including sales and property
taxes which are the taxes local government has most
control over? 

If the NRP program recieves taxpayer funds shouldn't
all taxpayers have a voice at least at the level of
their neighborhood?
