[Mpls] Taxing Downtown Drivers

This is a good point.  Long ago the City of Minneapolis chose to get into
the parking business.  Why would the city do things to put this business of
theirs at risk?  

Maybe it's time the city sold this business off and used the proceeds to pay
down the city debt.

Minneapolis has already chosen to make downtown as car-friendly as possible 
with massive city owned parking ramps and freeways carved right into the 
heart of the city.
