The city attorney's office mission statement is here:

Since the mission statement states the office "represents the City and
its elected officials is all civil (non-criminal) matters,.." it looks
like that office has quite a few bosses, and not just the mayor as Mr.
Abott's posting implies:

Mr. Abbott's if-then logic is fascinating, but at the same time -IMHO-
no matter what the city attorney decides it will fuel the flames of
those hoping for a controversial issue to flare up and perhaps influence
delegate or voter opinions.

The political side-show surrounding this issue is the most fascinating
