The punishment is way too unequal. I know for parking tickets it's simply a 
matter of paying the fine. And if you recover the cost from the actual 
violator, OK. There are no other repercussions (unless of course you don't 
pay them). For moving violations it can indeed be just a fine. But then 
there is insurance cost rising. Again that is recoverable from the real 
violator. But for a significant number of people, jobs are involved. It is 
possible to lose your job if you have tickets, or if you lose your license 
because of the tickets, and that doesn't compare to just making someone pay 
who actually did the offense. That, and the inequality involved make it 
hard for me to say OK to the owner being responsible.
