[Mpls] Budget mystery: Independent Boards are missing

While sleuthing to find out how much the Minneapolis Charter Commission
costs the taxpayers, I noticed $24.4 million MISSING from this year's Truth
in Taxation budget.

The Park Board and the Library Board, shown separately, are still in the
2005 budget; $72 million and $24 million respectively.

But all of the "other" independent boards ($24.4 million) disappeared.  Does
anyone know what's going on?
