[Mpls] Bike issue

I have noted of late many adult bike riders in Minneapolis who are putting 
themselves and others at risk by

-Not stopping at stop signs or red lights, and I believe that as vehicles in 
the street they are required to
-pulling into the street from behind parked vehicles
-not using at least bright colors or preferably some kind of light so 
occupants of other vehicles can see them.

I have observed some near misses with both pedestrians in cross walks and 
vehicles who had started up after stopping at some kind of signal.

Is there any vehicle (pun fully intended) for reaching such folks and 
encouraging them to use common sense for their good and that of others on 
the street?

I love biles for their ecological and exercise benefit, though I am too 
susceptible to frostbite to use them in this weather.  However all the 
ecological benefits in the world don't overcome the problem of being hit or 
of hitting some person crossing the street!
