The big building boom continues - the Journal breaks the news about a 
12-story, 90-unit condo tower behind the Old Walker Library in Uptown. 
The 2.8-acre proposed project also includes a 5-story office tower, 
27,000 square feet of retail, a public plaza and an expanded Lagoon 
Theater. No public subsidy but plenty of public issues.
