[Mpls] Jennings' license

If you are going to use license as a superintendent as a "qualification"
then it needs to be pointed out that the current superintendent has been
unable to qualify for a license.  

Mr. Jennings never claimed that he was licensed - in fact he indicated
that he would seek an alternative licensing option which is available to
persons who come from a non-traditional superintendent path.

Ms. Peebles on the hand told everyone that she her credentials would
enable her to get a license.  The delay in securing that license is much
more than just "shuffling paperwork" - there are some serious
credentialing issues being raised.  

Personally, it has hard to imagine someone in the superintendents
position with more maturity, competence, and vision than Dave Jennings
would have brought.

    The recent Strib piece, 
http://www.startribune.com/stories/462/5207232.html , about David 
Jennings going after a superintendent's license validates the position 
of "that noisy fringe group" that claimed that he wasn't qualified for 
the job when he allowed the school board to appoint him as 
superintendent.  He should have acknowledged then that he didn't yet 
have the qualifications  instead of trying to put the blame on those 
that were justifiably objecting to his lack of credentials.  A mature 
and competent leader with vision would have done so and saved the 
district many months in the hiring process and the subsequent loss of 
confidence by the public and prospective new hires.  
    He also did not demonstrate an ability to balance a budget without 
doing severe and lasting damage to the organization.  I can't argue with

his skill at banging a gavel or being an ex-Marine, and I suppose being 
able to do food recalls might come in handy at times in some districts.
