         I don't know those costs, but they're far less than permanently 
closing & selling a school, and then 20 years later having to demolish 
houses and build a new school when the student population rebounds.

I've been around long enough to remember when the school board did that -- 
they got rid of unused buildings.  Then the cycle came back around, and the 
population of school-age kids required building new schools.  A very 
expensive way to go!  Much better to mothball a school or program for a few 
years, and bring it back when the demand reoccurs.
