[Mpls] Jennings license

I don't think that Dan McGuire meant to imply this, but just to clarify,
the term "that noisy fringe group" that he set off with quotation marks
didn't appear in the article of mine that he linked to, nor in any other
Star Tribune article about the Jennings superintendent issue.

Dan says that Jennings ought to have acknowledged that he didn't yet
have the qualifications to be superintendent. It seems to me that was
explicit in his request to the Minnesota Board of School Administrators
for a license waiver. Dan says that would have saved the district many
months in its search process. I would note that the Jennings
appointment as superintendent lasted 16 days, and that the rest of his
time in the chair was as an interim appointee explicitly holding the job
only until the board picked a new superintendent.
